Job Description

Position Summary: Executes day-to-day operational management of all training activities and functions, including developing, implementing and evaluating training program procedures and standards; determining training program service levels and enhancements; developing and monitoring training progress and quality; providing technical advice and/or supervision to staff, other departments and performs related work as required. Reports to the Program Manager and interfaces directly with the Maintenance Manager and Site Leads to execute an effective training program.

Essential Duties and Responsibilities:

* * Successfully plans and executes the maintenance training program in support of initial certification for sustainment of combat and training missions worldwide. * Develops a training program that utilizes on-the-job training and formal courses utilizing WEB based and computer based distance learning capabilities. * Indoctrinate, qualify, and prepare employees for mission completion and support continued education and personnel development. * Establish a comprehensive training program to include course charts, training standards, curriculum, resource requirements, and review, approval and technical refresh processes. * Maintain and monitor detailed training records to insure all recurring, qualification and certification training is scheduled and completed to maintain personnel qualifications and certifications. * Develops training goals, objectives, policies, procedures and training standards. * Conduct orientation sessions and arrange on-the-job training for new hires. * Conduct and arrange for ongoing technical training and personal development classes for staff members. * Develop and organize training manuals, multimedia visual aids, and other educational materials. * Train instructors and supervisors in techniques and skills for training and dealing with employees. * Evaluate instructor performance and the effectiveness of training programs, providing recommendations for improvements. * Monitors the training program effectiveness; develops training syllabus, schedule training, monitor trainee progress, and improve overall training procedures. * Plans, organizes, administers, reviews and evaluates the work of Trainers, Trainees. * Confers with and represents the training program and the department in meetings with other departments and divisions; fosters collaborative working relationships to the benefit of the training program and the department. * Prioritizes and requests allocation of training resources from other departments. * Performs complex administrative duties requiring oversight, attention to detail and analysis; performs strategic planning and assists in preparation of specialized program and project budgets to include staffing and operational needs. * This position is the direct report to the Deputy Program Manager and interfaces directly with Division Managers to execute an effective training program. * Ensure the day to day training operations are effectively and efficiently implemented, coordinated, and conducted within the framework of the contract requirements. * Develop good working relationships with government representatives and quality Assurance Evaluators (QAE). * Develops and submits Contractor Award Fee Inputs (CAFI) concerning training. * Ensures safety is the first priority. Encourages a work environment of zero accident and injuries including no lost time accidents. * Establishes policies and procedures and provides the necessary supervision to control the administrative training functions of the MQ-1 sites in CONUS and OCONUS. * Handling difficult and sensitive situations, using sound, independent judgment within general policy and legal guidelines. * Develops training metrics to measure progress and analyzes training data to improve the overall training program. * Insures contract deliverables are delivered to the government as required. * Other duties as assigned by Program Management leadership Required Skills

Required Experience

Ten years of experience; 4 years supervisory experience required. 10 years experience within or related to training management highly desired. Air Force training, aircraft, or communications/maintenance experience preferred. ISO 9001:2008 experience preferred

Current Secret Security Clearance. US Citizen or proper immigration status. Must be willing to travel overseas for extended periods of time.

Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, and to attend meetings at various sites within and away from the work site; strength to lift and carry materials weighing up to 50 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
